LA Mayor delays payments to city workers

Los Angeles Mayor Antonio Villaraigosa has postponed at least $100 million in personnel payments to keep the city's budget in the black until he is out of office next year.
The Los Angeles Times (http://lat.ms/tWIxgc ) reports that payments to city workers for police overtime, unused sick time and promised wage hikes are among the payouts Villaraigosa has put on hold.
Police overtime alone would cost the city tens of millions of dollars to pay. Los Angeles Police Department officers have worked about 675,000 hours of overtime without being paid or receiving paid time off in exchange.
Future city leaders will inherit the tab, which may be harder to pay because Villaraigosa also wants to eliminate a business tax that generates $439 million annually.
